Total household so it can be both parents or someone living alone. I would venture it leans heavily to a total of at least 2 incomes under one roof.

Roughly 40% of US workers earn $15/hr or less. It takes two people working full time at that rate to come close to $60k/yr. It may be surprising to the many who do well, but for whatever reason there’s a lot of families living on very modest incomes.
